Reporting to the Human Resources Lead, the Human Resources Advisor is responsible for supporting the Information Services and Technology's Human Resources (HR) related activities including first level response for collective agreement interpretation and application, job fact sheet creation, recruitment, hiring, payroll and benefits, performance appraisals, and any other related tasks. This position is responsible for support and academic staff payroll including appointments, vacation and other leaves, and terminations; enters academic and non-academic appointments/changes into eForms; enters online semi-monthly timesheets and leave reports and ensures support staff performance appraisals are completed. In addition, this position, manages employee records and provides back-up support to the Human Resources Lead as required.


  • Serves as first tier contact for the application of the collective agreements, referring contentious or employee-relations issues to the Team Lead for collaboration with the HR Partner
  • Ensures that the performance appraisal/probationary review process for support staff is carried out in the Department, and follows up on outstanding reviews
  • Responds to employee inquiries on all matters of their employment (including payroll, benefits, general terms of casual level 1, 2 and auxiliary entitlements)
  • Works closely with Central HR including the Employment & Pay Advisor, Pensions & Benefits Advisor, and Recruitment and Immigration
  • Completes full-cycle recruitment including developing postings, screening resumes, developing interview guides, chairing interview panels, checking references, etc.
  • Advises supervisors on hiring procedures, agreements and benefits relating to support positions
  • Assists hiring managers with and/or drafts support staff Job Fact Sheet (JFS) and ensures timely evaluation for pay range as appropriate
  • Assists with the hire of contractors when necessary
  • Reviews and prepares appointments for new casual and salaried support staff as well as Administrative Professional Officers (APOs) when necessary
  • Reviews and monitors the input of employee leave records, calculates leave balance and ensures accuracy of leave balance in PeopleSoft by completing vacation audits
  • Processes semi-monthly payroll and exception pay accurately by Central HR deadlines; ensures compliance with Employment Standards and/or Collective Agreement
  • Reconciles all the payments to ensure they have been paid accurately; works with the Payroll Advisor when errors are identified and ensures they have been completed
  • Prepares and processes Pay Action Forms (PAF) and eForms and ensures payroll deadline dates are met
  • Tracks staff hours to effectively transition between employee types;  identifies staff nearing their employment end date and advises appropriate supervisor to ensure timeliness of extension 
  • Creates new person ID's (CCID) and follows-up with CCID inactivation
  • Maintains accurate, comprehensive personnel and recruitment files for each employment competition and monitors retention schedule
  • In conjunction with the Human Resources Lead, develops pertinent procedures to support the ongoing human resource needs of the Department
  • Gathers information in PeopleSoft (runs reports), prepares information and documentation for the HR Lead or Director of Finance and Administration, required for making resource decisions or as requested by the executive team or supervisors on employee information
  • Maintains frequent and meaningful communication with the Team Lead to ensure that key and emerging issues are addressed


  • Minimum of a Bachelor’s degree in Business or a related field is required; working toward CPHR designation an asset
  • 4-5 years office experience including 2 years in a Human Resources environment
  • Solid working knowledge of MS Office (Word, Excel, Access) and Google suite; ability to learn new programs as necessary
  • Strong organizational skills with a keen attention to detail
  • Excellent interpersonal skills
  • Exceptional problem solving and critical thinking skills
  • Ability to clearly present information through verbal and written communication
  • Experience with PeopleSoft would be an asset
