Department/Faculty Summary
The Asset Information and Analysis unit is one part of the Integrated Planning, Development, and Partnerships department that supports the work management and other systems of Facilities & Operations. We enable team members across F&O to work efficiently and effectively by managing and tracking operational data within the portfolio.
Position Summary
The Lead, Applications Development and Data Management is responsible for working within the Enterprise Asset Systems (EAS) team to deliver applications and data solutions that meet the needs of the organization. The Lead must work well in a team setting and have excellent organizational, prioritization, communication, and time management skills.
The successful candidate will demonstrate accountability, flexibility, and adaptability to handle multiple and changing priorities and be able to successfully collaborate with development teams, the business analyst, the project coordinator, external consultants, and key stakeholders.
In general, this position will be the subject matter expert of F&O Enterprise System and Data Warehouse.
Duties
- This position is able to fully grasp the complexity of data management. The ideal candidate will have a strong understanding of databases and data analysis procedures.
- Create and enforce policies for effective data management.
- Formulate techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data.
- Devise and implement efficient and secure procedures for data handling and analysis with attention to all technical aspects.
- Establish Data Governance and procedures for data sharing with data stewards, external stakeholders etc.
- Support others in the daily use of data systems and ensure adherence to legal and institutional standards.
- Leading the development of F&O Enterprise Data Warehouse (EDW) and all BI components.
- Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.).
- Troubleshoot data-related problems and authorize maintenance or modifications.
- Collaborate with business analysts to plan, design, develop, test, and maintain web and desktop-based business applications.
- Assist in the collection and documentation of user requirements, and development of user stories, estimates and work plans.
- Prepare reports, manuals and other documentation on the status, operation and maintenance of software.
- Design, develop, and unit test applications in accordance with established standards.
- Participate in peer reviews of solution designs and related code.
- Develop, refine, and tune integrations between applications.
- Analyze and resolve technical and application problems.
- Assess opportunities for application and process improvement and prepare documentation of rationale to share with team members and other affected parties.
- Continually improve the application development process based on Scrum and Agile methodologies.
- Work with Application Hosting to ensure environments are provisioned appropriately.
- Ensure application development onboarding and post-implementation criteria are met based on a defined QA process.
- Assist with the execution of load and performance tests against web applications, web services, and various database servers.
- Create and maintain code repositories for all code, scripts, and programs.
- Interpret test results, and lead resolution of defects raised with the BA Team Lead.
- Continually research and evaluate new application development tools, techniques, and technologies.
- Is responsible for the recruitment and development of staff.
- Sets and communicates clear performance expectations for staff. Removes barriers to staff achieving goals.
- Gives honest feedback to staff, consistently recognizes performance but also effectively identifies and coaches performance issues.
- Provides senior-level technical advice and issue resolution.
Minimum Qualifications
- An undergraduate degree or diploma in Computing Science, or equivalent work experience may be considered.
- Minimum 5 years experience in leading database development, with particular attention to data warehouse design, ETL and business intelligence systems & analysis, experience in MS SQL Server required.
- Minimum 5 years experience in leading software development, .NET or Java experience is preferred.
- Minimum 5 years of experience working with large-scale Enterprise systems.
- Effective experience in committee work, facilitating collaborative projects across the University and with data/application specialists in other units on and off campus to identify and technical problems to the mutual satisfaction of clients and stakeholders.
- Expert ability to use relevant computer application programs for data extraction, programming, report and statistical development, graphic and other presentations, and to learn to use new ones as they evolve.
- Superior ability to work cooperatively with colleagues.
- Excellent time management in balancing demands in a way that will ensure access to critical data, reports or analyses within strategic time limits, including accurate preliminary estimates of project time expectations.
- Excellent written and oral communication skills, both for internal and external consultations and reports.
- Ability and aptitude to learn, understand and use a variety of software products.
- Expert knowledge of programming, database management and operations.
- Advanced understanding of database and data warehouse concepts.
