Reporting to the Director, HR Processing, the Manager, Payroll Services is an experienced dynamic leader responsible for the transformation and delivery of exemplary customer-focused human resources services including payroll, benefit and pension services affecting more than 30,000 individuals annually. The Manager, Payroll Services oversees a team that manages the processes and policies affecting the employment, compensation and benefits of staff, faculty, academic colleagues, visitors, postdoctoral fellows, and students. The Manager provides expertise and operational oversight for delivery of payroll and benefit services to the entire University community. The Manager leads and inspires a team of professionals to effectively manage the accurate and timely processing and service delivery of payroll services.

As a customer focused leader, the Manager continually implements business process improvement, while fostering an environment that promotes an excellent client service experience and creates a positive, confident team.

Duties:

  • Contributes professional and managerial expertise to the development of plans,objectives, solutions, policies and procedures
  • Identifies training and development needs and ensures required training, coaching and mentoring supports are provided to build capacity and capability of team members
  • Establishes clear performance standards and expectations for the team. Develops tracking tools and metrics to measure and recognize performance, accepting responsibility for outcomes
  • Promotes and models professional, prompt, and courteous service to client groups requiring payroll guidance and support. Addresses any service issues and challenges
  • Oversees year-end reconciliation by payroll processing team
  • Ensures completeness and compliance of reconciliation of government remittances (ie. CPP, EI, Income Tax, WCB,etc.) within strict deadlines. Provides final sign-off for specialized year-end payroll processing
  • Fosters an environment that emphasizes knowledge sharing
  • Encourages cross area cooperation, collaboration and communication to create consensus and accomplish objectives.
  • Maintains a productive relationship and works collegially with other managers/service partners by actively seeking out and inviting alternative viewpoints in planning, discussions, and decision making
  • Manages the review and approval of any policy exceptions
  • Acts as a key contact for issues arising in the area of responsibility
  • Evaluates current business processes for efficiencies and recommends changes to modify or develop processes, procedures & audit tools
  • Develops and implements operational policies compliant with provincial and federal legislation

The ideal candidate is an experienced Payroll, Benefits & Business Services professional with a strong customer focus, and brings 10+ years of progressive experience in a large complex unionized employment environment managing employee, payroll and benefits service delivery, preferably in a post-secondary or public sector environment.

Additional Qualifications Include:

  • University degree or diploma in a related field is required
  • A Certified Payroll Manager (CPM) is required
  • A Certified Employee Benefits Specialist (CEBS), Pension Plan Administration Certificate(PPAC) or equivalent designation(s) would be an asset
  • Extensive knowledge of Canadian and Alberta employment legislation, Human Rights,Canadian income tax regulations, Record of Employment (ROE) legislation, Employment Standards, WCB, Employment Pension Plans Act and other relevant Canadian legislation
  • Extensive experience working with defined benefit and defined contribution pension plans
  • Ability to work in a dynamic environment developing strategies to influence and/or respond to broad scale, long-term opportunities and challenges
  • Excellent interpersonal skills, encourages dialogue, cooperation, and ability to work collaboratively and diplomatically with others, achieving high quality results in difficult and challenging circumstances
  • Strong research, analytical, problem-solving, strategic thinking and planning skills are an asset
  • Excellent written and verbal communication, attention to detail and high level multi-tasking abilities are a must
  • Experience with PeopleSoft HCM or any other equivalent ERP system is highly desirable
